Use the bill-to fields to indicate who pays for the transportation, duty, and tax charges to ship a package, shipment, or movement. These fields appear in several windows in UPS WorldShip, including the Service tab in the Shipping window, the Create Master Shipment - Step 1 of 3 window, and the Enter Consolidated Movement - Step 1 of 2 window.
The bill-to fields include the following:
Bill Transportation To box - Click the down arrow and select Shipper, My Account, Receiver, Third Party or Consignee Billed to indicate who pays the transportation cost to ship the package, shipment or movement.
Bill Duty and Tax To box - Click the down arrow and select Shipper, Receiver, or Third Party to indicate who pays the duty and tax costs to ship the package, shipment, or movement.
Split Duty and Tax check box - Select this check box if you want the transportation payer instead of the tax payer to pay the duty cost to ship the package, shipment, or movement. When you select this check box, the Bill Transportation To box title changes to Bill Transportation and Duty To, and the Bill Duty and Tax To box title changes to Bill Tax To. To reverse this selection, clear the Split Duty and Tax check box. A confirmation message appears each time you select or clear this check box.

For Return Services and Import Control shipments, Shipper is replaced with My Account (shipper number) and Receiver does not appear in the Bill Transportation To box.
Consignee Billed is a contract option shown only for United States and Puerto Rico consignees who want to be billed for UPS shipping charges. If you select Consignee Billed in the Bill Transportation To box, the Bill Duty and Tax To box and the Split Duty and Tax check box are removed from the Service tab. See Designate a Consignee Billed Customer in the Address Book.
If you select Third Party, the Third Party Address window appears, and you must supply this information. When you click the OK button and return to the previous window, the ... button appears next to your Third Party selection. Click the ... button to display the Third Party Address window again.
