Finding Surcharges
Extended Area Surcharge
Providing service to and from less populated or accessible domestic and international areas carries higher operating costs. The extended and remote area surcharges are assessed to more accurately reflect the cost of providing service to these areas.
Fuel Surcharge
Applies to transportation charges for select UPS services and accessorial charges.
Surge Emergency Fees
Surge emergency fees may be implemented based on regular assessments of shipping volume, available capacity and other considerations at UPS’ discretion.
Recent Rate Changes
UPS new published rates will take effect from June 7, 2026.
Latest changes to the 2026 UPS® Rate and Service Guide include:
- Update to International Processing Fee description under Service with Additional Charges (Non-Contractual) section.
- Addition of Pre-Release Notification Surcharge under Other Additional Charges section.
- Update from UPS Carbon Neutral* to UPS Carbon Offsets*, and its description, under Other Additional Charges section.
- Update to Provisions for Customs Clearance of International Shipments and Payment sections under Terms & Conditions of Service.
- Removal of duplicate pages in Terms & Conditions of Service.

Effective May 1, 2026, UPS will introduce a Pre-Release Notification (PRN) Surcharge for import shipments entering India, Indonesia and Vietnam, where a pre-release notification is requested by the consignee/shipper, or when the UPS Brokerage team must proactively contact the consignee to obtain missing or incomplete information required for customs clearance.
We strongly encourage all shippers to ensure that all shipment information and documentation are complete and accurate, in line with customs requirements, at the point of shipment creation.
Effective April 9, 2026, UPS will start charging a broker fee of VND 250,000/CDF*/shipment for each of the following services:
- Providing customs declaration for non-trading shipments imported into Vietnam on your behalf, and/or
- Obtaining a cultural licence for these shipments on your behalf. This means that UPS will apply to the relevant state agency to obtain a cultural licence if customers request it, where applicable.
*CDF refers to Customs Declaration Form.
