New EU Packaging Rules Now in Effect

What PPWR Means for Healthcare Shippers and How UPS Healthcare Is Ready
What's New? The EU Packaging and Packaging Waste Regulation (PPWR) took effect Aug. 12, 2026, setting a single, harmonized legal framework for packaging and packaging waste across all EU member states.
Why It Matters: Healthcare companies that ship packaged goods in or to the EU now face new compliance obligations, and UPS Healthcare has built a program to support customers using its branded and provided packaging.
----
The EU Packaging and Packaging Waste Regulation, known as PPWR, applies as of Aug. 12, 2026. It creates a harmonized legal framework for packaging and packaging waste across the European Union. The regulation aims to reduce packaging waste, restrict harmful substances, improve recyclability, and support the EU's circular economy goals. It covers all packaging placed on the EU market, whether produced in the EU or imported from third countries, along with all packaging waste generated within the EU.
The rules arrive in phases.
- By February 12, 2027, EU member states will define penalties for non-compliance.
- Beginning August 12, 2028, harmonized labeling, excess packaging restrictions, and compostable packaging standards apply.
- Starting January 1, 2030, requirements expand to packaging minimization, recyclable design, recycled content in plastic packaging, and reusable packaging targets.
- Between 2030 and 2040, standards tighten further, with higher recycled-content targets and stricter recyclability grades.
For healthcare logistics teams, the impact is direct. If your business ships packaged goods in or to the EU, PPWR applies to you. Obligations vary by your role in the packaging supply chain. They can include ensuring packaging compliance with sustainability and labeling requirements, carrying out a conformity assessment procedure, maintaining technical documentation and issuance and retention of EU declarations of conformity, providing or verifying packaging information, and fulfilling packaging waste duties such as Extended Producer Responsibility (EPR) registration, waste management financing, and annual reporting.
UPS Healthcare has responded with a cross-functional compliance program. The immediate focus is UPS Healthcare-branded and UPS Healthcare-provided packaging subject to the regulation. Where UPS Healthcare places packaging on the EU market, it will meet the applicable PPWR obligations and maintain the required documentation. If a competent national authority requests PPWR documentation tied to UPS Healthcare packaging, we will cooperate as needed.
Where packaging falls outside UPS Healthcare's PPWR scope, the relevant obligations may rest with the customer or another economic operator. All details can be found at the European Commission’s website. To prepare:
- Review your role and responsibilities under PPWR.
- Evaluate your packaging and engage suppliers on compliance.
- Assess whether EPR obligations apply in any EU member state.
- Consult your legal or compliance advisors on your specific duties.
UPS Healthcare will keep customers informed as further requirements roll out through 2040.
