Effective July 1st, 2019 any shipment without the Russian Taxpayer Personal Identification Number (INN) included in the shipment documentation will not be processed through customs. This applies to both import and export shipments, whether the Russian party is a legal entity or a private citizen.
It is the responsibility of the shipper to provide this information in their shipment documentation for both import and export shipments. The INN needs to be marked on the UPS air waybill, and also on the shipment invoices in the case of non-document shipments. On the UPS airway bill the INN can be added in the reference field.
Russian customs authorities have implemented random checks on the inclusion of the INN for all type of shipments including letters and documents.
If the INN is missing, UPS brokerage will have to contact the importer or exporter (whichever is the Russian party) to collect their INN locally. This may result in shipment delays.
