Finding Surcharges
Extended Area Surcharge
Providing service to and from less populated or accessible domestic and international areas carries higher operating costs. The extended and remote area surcharges are assessed to more accurately reflect the cost of providing service to these areas.
Fuel Surcharge
Applies to transportation charges for select UPS services and accessorial charges.
Surge Fees
Surge fees may be implemented based on regular assessments of shipping volume, available capacity and other considerations at UPS’ discretion.
Recent Rate Changes
UPS new published rates will take effect from December 21, 2025.
Latest changes to the 2026 UPS® Rate and Service Guide include:
- Revision to UPS published rates and rates of surcharges and fees including Additional Handling Charge, Additional Tariff Lines Surcharge, Address Correction, Alternate Broker, Disbursement Fee, Extended Area Surcharge, Inspection Fee, Manual Air Waybill Order Surcharge, Paper Commercial Invoice Surcharge, Post Entry Clearance, Pre-Release Notification Surcharge, Remote Area Surcharge, Residential Surcharge, UPS De-Minimis Processing Fee and Warehouse Storage.
- Update to dimensional weight calculation under Determine the Weight and Size section to round up the length, width and height of each package to the next whole centimetre, effective from January 11, 2026.
- Residential Surcharge will apply to deliveries to residential addresses in Australia, Hong Kong SAR, Japan, Malaysia, Philippines, Singapore, South Korea, Indonesia, Vietnam, Thailand and Taiwan, China.
- Update to UPS Customise Assist description under Services with Additional Charges (Contractual) section.
- Addition of International Processing Fee under Other Additional Charges section.
- Update to Duty/Tax Forwarding Surcharge and Undeliverable Package Return Charge descriptions under Other Additional Charges section.
- Update to UPS International Shipping Services and Worldwide Zone Charts to reflect latest services availability.
- Update to Billing Options, Claims Procedure, Interruption of Service, Responsibility For Loss or Damage, and Special Handling of Undeliverable Shipments; Refused Shipment Returned sections under Terms & Conditions of Service section.

Effective December 21, 2025, the Late Payment Fee will increase to 8% for any sums outstanding as of the specified payment due date. The fee is subject to maximum limits.
We strongly encourage you to settle invoices on time to avoid incurring the fee. Use UPS Billing Centre to easily view, manage and pay invoices online anytime, anywhere.
A new directive from the Philippines Bureau of Customs (BOC) under Customs Administrative Order 02-2025 has revised the Import Processing Charge (formerly known as Import Processing Fee). Effective May 7, 2025, the charges set forth below must be paid by importers for applicable shipments entering the Philippines.
Value of Goods in Peso
Up to PHP 2,000.00 - Rate Before - PHP 250.00 Rate After - PHP 50.00
Above PHP 2,000.00 up to PHP 10,000.00 - Rate Before - PHP 250.00 Rate After - 2.5% Ad Valorem
If the value of goods exceeds PHP 10,000, they will fall under dutiable shipments for Consumption and Warehousing Clearance and will be subject to their corresponding rates.
Please note that Import Processing Charge is a mandatory charge imposed by the Philippines Bureau of Customs to be passed on to import shippers in respect of applicable shipments. This charge will be reflected on the billing invoice.
Further note, an additional charge of PHP 10.00 for the Legal Research Fund (LRF) shall apply to each document issued by the Bureau of Customs (BOC)1. The existing charges comprising the Customs Documentary Stamp (CDS) of PHP 100.00 and the Bureau of Internal Revenue (BIR) Documentary Stamp Tax (DST) of PHP 30.00 will continue to apply to import shipments into the Philippines without change.
