Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Malaysia. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

An import permit is required from the Veterinary Department.
Shipments of calendars require approval from the Ministry of Home Affairs.
Shipments of cellular telephones require approval from the Standards and Industrial Research Institute of Malaysia (SIRIM)
Shipments of unroasted coffee require an Import Permit from the Food Control Division of the Ministry of Health.
Shipments of commodities which are integrated with communications modules require approval from the Standards and Industrial Institute of Malaysia (SIRIM).

For examples, Wi-Fi, Bluetooth, GSM, 3G & 4G for connection to public communication network or for radio communication, electrical appliances, medical devices, toys with remote controls, video games with communication modules (e.g. Xbox) and etc.

Shipments of communication items require approval from the Standards and Industrial Research Institute of Malaysia (SIRIM).
Shipments of computers (e.g. laptops, desktop, tablets or iPads) require approval from the Standards and Industrial Research Institute of Malaysia (SIRIM).
Shipments of coral, dead or alive, require an Import License from the Director General of Fisheries, Malaysia.
All cosmetic products must be registered with the National Pharmaceutical Agency prior to importation. Items not registered may be refused entry and may be RTSed or abandoned.
Shipments of CD Roms require approval from the Ministry of Home Affairs.
Shipments of dairy require approval from the Ministry of Health.
Shipments of discs require approval from the Ministry of Home Affairs.
Shipments of medicine require approval from the Pharmaceutical Board, Ministry of Health.
Shipments of gambling devices require an Import Permit issued by the Police Department and the Ministry of Finance.
An import permit from Ministry of International Trade and Industry is required.
Shipments of laser discs require an Approval Permit from the Censorship Board.
Shipments of magazines require approval from the Publication Department, Ministry of Home Affairs (KDN).
Shipments of medicine require approval from the Pharmaceutical Board, Ministry of Health.
Shipments of military equipment require approval from the Ministry of Defense.
Shipments of multi-color copy machines (includes rank Xerox 6500, Canon NP Color T and RICOH Color 5000) require an Import Permit from the Ministry of International Trade and Industry.
Shipments of nutritional supplements require approval from the Pharmaceutical Board, Ministry of Health.
Customers must use an authorized UPS / MBE (Mail Boxes Etc) Store, UPS Customer Center or ISC Approved Shipper to ship personal effects.

The UPS Store, Mail Boxes Etc, UPS Customer Center or ISC approved shipper will be required to identify personal effect shipments on the shipping label by placing "Personal Effects" in the Reference Field of a UPS "smart" label or in the Special Instructions Field of a UPS waybill. They must also clearly indicate 'Personal Effects' shipment on the Commercial Invoice.

Personal Effects are classified as used items (owned for a minimum of 6 months) intended for the consignee's personal use. Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis. "Personal Effects" must be clearly stated on the invoice and goods description.

All of the following documents must be scanned into DIS/SIR and originals on the package:

An inventory list with estimated values with the reason for importation (holidays, move, relocation) A confirmation that the goods are older than 6 months and that they are intended for personal use only A photocopy of passport or ID card Any items intended for any other use, such as wholesale or retail sales, business purposes, or for distribution are not considered personal effects and cannot be shipped on this basis.

Excisable goods (for example, perfume, alcoholic drinks, tobacco), medicine and perishable food can not be cleared as personal effects.

Personal effects shipments are not allowed in combination with Return Services.

Shipments of pharmaceuticals require approval from the Pharmaceutical Board, Ministry of Health.
Shipments of religious material require approval from the Publication Department, Ministry of Home Affairs (KDN)
Shipments of satellite equipment require approval from the Standards and Industrial Research Institute of Malaysia (SIRIM)
Shipments of smoked salmon require approval from the Fisheries Department.
Shipments of tapes require an Approval Permit from the Censorship Board.
The consignee is required to obtain an Import Permit from the Standards and Industrial Research Institute of Malaysia (SIRIM).
The consignee must obtain an import permit from the local government agency (SIRIM) to import shipments of telephone equipment.
Shipments of televisions require an Import Permit issued by the Director General of the Department of Electricity Supply Malaysia.
Shipments of veterinary products require approval from the Veterinary Department.
Shipments of VCR's require an Import Permit issued by the Director General of the Department of Electricity Supply Malaysia.
Shipments of vidoes require an Approval Permit from the Censorship Board.
Shipments of vitamins require approval from the Pharmaceutical Board, Ministry of Health.

Prohibited or Restricted Commodities

Import of Alcoholic beverages into Malaysia is permitted via ISC contract service.

B2C shipments to individuals of spirits is allowed, as long as the spirits are below 1L per shipment. There are no additional import requirements for spirits below 1L consigned to an individual.

For whiskey from Scotland under 1L, a permit is not required, but duty and tax are payable, as this is a controlled item.

Sodium arsenate is prohibited.
Includes the following (this is not all inclusive and only a guideline): Military Aircraft parts, Military Motor vehicles, Tanks, night vision goggles', weapons, firearms, Artillery, Ammunition, Missiles, Explosives, military training equipment and protective personnel equipment, military electronics, space systems, Nuclear Weapons, Submersible vessels.
  • The export or import of defense articles which fall under the US State Department (DDTC) or ITAR control require special care to ensure shipments are presented to US Customs at the time of exportation or importation.
  • Failure to do so may result in penalties, seizure of the shipment.
  • Shippers who fail to provide the proper documentation and export details will have shipments returned to the shipper immediately.

UPS has compliance responsibilities under Export Administrator Regulations (EAR) and must know their customers and be aware of suspicious circumstances that may be present in an export transaction.

State Department Controlled shipments are those shipments which require either a State Department License (SDL) or SDL Exemption, also referred to as ITAR shipments.)

UPS (small package) State Department License (SDL) or State Department License Exemption (SDL Exemption) controlled shipments are prohibited to and from this country or territory.

Please note that UPS Freight Forwarding can address the customer's delivery needs by transporting these restricted shipments via alternate routes that bypass China.

Cocoa pods, rambutan, pulasan, longan, and namnam fruits produced in the Philippines and Indonesia are prohibited.

Liquid milk in any form, including flavored milk, recombined, and reconstituted milk is prohibited.

Wheat, meslin, and atta flour are prohibited.

Any form of toy gun or gun replica is prohibited.
An Import License from the police department is required for shipments of knives. Knives not intended to inflict bodily harm (i.e kitchenware, utility knives) are accepted.
Liquid glucose is prohibited.
Passport & any kind of Identification Card is not allowed in MY
Portland cement within the heading number 2523.29.9000 may not be imported into Sabah or Sarawak.
Products made in Iran are prohibited in our service due to a current embargo.
Broadcast receivers capable of receiving radio communication within the ranges of 68 MHz to 27 MHz are prohibited, except for those receivers designed to receive meteorological broadcasts at spot frequencies or those designed for the Standards and Industrial Research Institute of Malaysia (SIRIM)
Any article bearing the imprint or reproduction of any currency note, bank note, or coin that has at any time been issued or is current in any country or territory is prohibited.

Any emblem or device depicted in a manner which raises a reasonable presumption that such emblem or device was intended or was likely to be used in a manner prejudicial to the interest of the federation or to promote or foster a purpose prejudicial to or incompatible with peace, welfare, or the good order in the federation is prohibited.

Any cloth bearing the imprint or reproduction of any verses from the Koran is prohibited.
