Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to Belarus. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Automotive spare parts require a conformity declaration/certificate. It must be provided to customs authority when arriving into the customs territory of Belarus.

Automotive spare parts not intended for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing same.

A single quantity (less than 3 pieces) from business partners might be considered as documents.

Any other quantity is considered as non-documents.

Shipments of chemical products, depending on the Harmonized Tariff Code, may require an import license or a simple confirmation from the consignee. In addition, the product itself must be labeled with a description of substances as well, and the commercial invoice must contain a detailed product description. Otherwise, shipments will be rejected by customs and returned back to the shipper.

Products which are used for cleaning or producing machinery meant for producing food stuff, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border. The government registration certificates and attested invoices in Russian language need to accompany the products at the point of time of arrival.

Clothing requires a conformity declaration/certificate. It must be provided to customs authority when arriving into the customs territory of Belarus. The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

Clothing intended not for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale.

Shipments of computer equipment, its spare parts and components for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority when arriving into the customs territory of Belarus. The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

Computer equipment or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such computer equipment or spare parts and components are imported for internal use only, and not for resale.

Shipments of cosmetics require a conformity declaration/certificate. It must be provided to customs authority when arriving into the customs territory of Belarus.

Cosmetics intended not for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale.

A copy of the government registration certificate issued by national practice centre of hygiene must accompany the shipment together with an invoice in Russian language attested by the shipper to avoid an immediate return of the shipments.

Cosmetics with an alcohol content exceeding 9% are subject to excise tax and cannot be cleared by UPS. Any delays or accessorial fees are the responsibility of the consignee.

Any cards are considered a non-document shipment.
Shipments of electric equipment to conduct electricity or transforming electricity above 50V of voltage, its spare parts and components for resale, require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority when arriving into the customs territory of Belarus.

Electric equipment or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such equipment or spare parts and components are imported for internal use only, and not for resale.

Require special permission issued by the Belarus State Customs Committee.
Data shipments to Belarus require an invoice indicating the value of the CD-ROM or disk only.
Shipments of machinery, its spare parts and components for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority when arriving to the customs territory of Belarus.

Machinery or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such computer equipment or spare parts and components are imported for internal use only, and not for resale.

Machinery which are used for cleaning or producing food stuffs, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border.

A government registration certificate issued by and an attested invoice in Russian language must accompany the products at the point of time of arrival. Please see information on Sanitary-Epidemiological Control in section Additional

Medical Equipment and accessories require an Import License and Certificate of Compliance issued by the Belarus Ministry of Health.
Medicine requires an Import License issued by the Belarus Ministry of Health.
Mobile phones require special import permission and Certificate of Compliance from the Ministry of Communications Belarus.
Shipments of negatives require an Import License.
Packing materials (not UPS packaging) including carton boxes, packs, bags and cases require a conformity declaration/certificate. It must be provided to customs authority when arriving to the customs territory of Belarus.

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs.

Pharmaceuticals require an Import License, issued by the Belarus Ministry of Health.
Radio equipment and radio spare parts reqire an Import License and a Certificate of Compliance issued by the Belarus Ministry of Communications.
All imported shoes should be labelled by a special RFID-tag (Data Matrix label). Without RFID-tag (Data Matrix label) can be imported samples of shoes for certification reason, international exhibition and private shipments for personal use (b2c) only.
Shipments of software require a detailed invoice with the values of the medium, software or data, intellectual value, operating manual, etc.

Shipments of Encryption software will require a license issued by the State Security Committee of the Republic of Belarus.

If it is not a paper item (paper clips, drawing-pins) it should be declared as a non-document with the invoice.

If it is paper items (printing paper, etc.) a limited quantity (3-5 pieces) might be considered as documents by Customs.

Shipments of tapes (computer recorded and audio/video/magnetic) require an Import License.
Shipments of telecommunication equipment, its spare parts and components for resale (including Televisions) require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority when arriving to the customs territory of Belarus. The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

Telecommunication equipment or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such equipment or spare parts and components are imported for internal use only, and not for resale.

Shipments of telecommunication and network equipment containing a scrambler or cryptographic device require a license issued by the State Security Committee of Belarus.

Shipments of toys for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to the customs authority when arriving to the customs territory of Belarus. The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Toys intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such computer equipment or spare parts and components are imported for internal use only, and not for resale.

Drones are considered to be an aircraft in cases where they have a lift off weight above 250g and need a single approval as aircraft from the Ministry of Aviation of the Republic of Belarus.

In addition, all drones using wireless control to steer the drone require a general registration by the State Security Committee of the Republic of Belarus-will be given for a certain model and not for each individual drone. As a result drones with a lift-off weight up to 250g and an State Security Committee of the Republic registration can be imported into Belarus without an indvidual government approval for aircraft.

Drones which exceed the weight limit require an individual government approval as well as the general FSS registration. If the government approval is missing at the point of time of importation, the drone must be returned to the shipper immediately.

Data shipments require an invoice with the character of the USB stick (storing intercompany data) and the value of the USB Stick.
Shipments of veterinary products require a conformity declaration/certificate. It must be provided to customs authority while arriving to the customs territory of Belarus. The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

Permits can be obtained from the of Health and the Veterinary supervision of the Republic of Belarus.

Prohibited or Restricted Commodities

In addition to the commodities which UPS prohibits to all countries or territories served (listed here), it is prohibited to ship the following commodities to Belarus.

The importer of air soft guns must provide a Certificate of conformance issued by Belarussian authority. In addition, the importer must provide a permission of the Ministry of Internal Affairs.
Excise duty applies on all alcoholic beverages. All commodities underlying an excise duty regime need a special customs clearance. UPS is not allowed to provide such a clearance, excluding import of Samples for exhibition and certification reasons . All other alcoholic beverages must be returned to the shipper on shippers expense. Forwarding to another customs broker or abandoning of the shipments is not a legal option.

Samples that are intended for exhibition purposes, or are being importing for certification purposes can be imported in very limited quantities (5 pieces maximum of each item). The importer is responsible to submit an exhibition attendance confirmation document or a certification agreement to customs prior samples arrival to Belarus

Cows, goats, sheep, and pigs are considered domesticated animals. All other animals are considered non-domesticated animals. Items or products made from non-domesticated animals are restricted in the UPS system and only allowed with a UPS ISC contract. CITES permit and additional restrictions may apply, please check with your local ISC Coordinator.

Shipments of animal products must have an original Health certificate from the manufacturer and are subject to a veterinary inspection. Additional charges and delivery delays may occur. The consignee must provide a safety certificate.

Antiques can be imported without paying duty.Antiques are defined as a work of art, piece of furniture, decorative object, or silverware that is 100 years old or older. To be accepted as an antique the importer must provide a certificate from the Ministry of Culture Belarus.
Shipments of bakery products must have a Phytosanitary certificate and are subject to a Phytosanitary inspection. The importer is responsible for any additional accessorial fees or delays.

UPS is not able to handle or import these products. Bakery products arriving with UPS must be returned immediately at shippers expense.

Shipments of flower bulbs are prohibited.
Excise duty applies on all tobacco products. All commodities underlying an excise duty regime need a special customs clearance. UPS is not allowed to provide such a clearance. All tobacco products must be returned to the shipper at the shippers expense. Forwarding to another customs broker or abandoning of the shipments is not a legal option.
Excise duty apply on all tobacco products. UPS does not have the licence to clear tobacco products. For further information see 'Cigarettes'.
Please see 'Animal Products' and 'Food'. UPS is not able to handle or import these products. Dairy products arriving with UPS must be returned immediately at shipper's expense
Shipments of dried fruit must have a Phytosanitary certificate and are subject to a Phytosanitary inspection. The importer is responsible for any additional accessorial fees or delays.

UPS is not able to handle or import these products.

Some kinds of dried plants are considered as illegal drugs, (for example, Salvia divinorum, Argyreia nervosa and Nymphaea caerulea). Typically they are identified as AM-HI-CO, Dream, Spice (Gold, Diamond), Zoom, Ex-ses, Pep Spice, Yucatan Fire, etc. The importation of these kind of goods is prohibited and will be traced with significant consequences for the shipper and consignee.

For legal drugs please see 'Medicine'. The term 'drug' is classified as an illegal product by the customs authorities. For shipping legal drugs the term 'medicine' should be stated on the invoice.

Shipments of dry plant items are prohibited. Some kind of dried plants (for example, Salvia, divinorum, Argyreia nervosa and Nymphaea caerulea) and products made out of these plants are considered to be illegal drugs and are not allowed to be imported. Deliberate infringements will be criminally prosecuted..
Electronic Cigarettes cannot be shipped to Belarus.

Food additives can be imported through UPS to Belarus by legal entities as samples for registration in a single copy. For individuals, there are restrictions on the number of no more than 3 packages.

Shipments of vitamins require a permit from the Belarus Ministry of Health. This is valid for both, private and commercial importers with the exception that private importers are only allowed to import vitamins which are already registered in on the territory of the EAEU.

For food supplements classified as medicine the requirements for medicine applies.

UPS is not able to handle or import these products. Fish and fish products arriving with UPS must be returned immediately at shippers expense.

Import is temporally prohibited as It is not allowed for transit via Russia territory to Belarus Republic.

Shipments of jewelry to private individuals may be cleared by UPS. Customs requires a document confirming the declared value of the goods.

Shipments of jewelry and bijouterie to businesses cannot be cleared by UPS and are subject of return to the shipper immediately.

Shipments of jewelry can be shipped as long as the value does not exceed US$500.00 or the local currency equivalent per package.

Jewelry for which the retail price is lower than US$150.00 per item and which do not contain precious metal(s) and/or stone(s) are considered costume jewelry and can be shipped only up to this value from the origin country or territory.

UPS is not able to handle or import these products. Meat and meat products arriving with UPS must be returned immediately at shippers expense.

All commodities shipped to an army is defined as military equipment. It is not allowed for transit of military equipment via Russia to Belarus.
Valuable Commodities

Import is temporally prohibited as it is not allowed for transit via Russia territory to Belarus Republic.

Valuable commodities such as checks (including equivalent vouchers), banknotes, gold, platinum, precious stones (synthetic stones are included), pearls and cultured pearls, precious metal, bullion and coins can be imported into Belarus with the permission of the Ministry of Finance of Belarus

Shipments of pastry products must have a Phytosanitary certificate and are subject to a Phytosanitary inspection. The importer is responsible for any additional accessorial fees or delays.

UPS is not able to handle or import these products.

Personal Effects cannot be shipped between these countries or territories.
Require Phytosanitary Certificate from shipper. May be subject to State Quarantine Inspection Checks prior to release by Customs.
Import is temporally prohibited as it is not allowed for transit via Russia territory to Belarus Republic.

Precious metals and stones require an Import License issued by the Belarus State Committee for Precious Metals.

Products made in Iran are prohibited in our service due to a current embargo.
Require Phytosanitary Certificate from the shipper. May be subject to State Quarantine Inspection checks prior to release by Customs.

Only watches imported for personal use and not for resale can be cleared by UPS.
Excise duty applies on still wine and sparkling wine. UPS does not have the licence to clear wine shipments. For further information see 'Alcoholic Beverages'.UPS is not able to handle or import these products,excluding import of Samples for exhibition and certification reasons. Wine arriving with UPS must be returned immediately at shippers expense.
