Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Export Procedure ex Germany

A formal electronic export declaration must be sent to customs authorities by the exporter or their representative. Customs authorities grant the release for export and issue an Export Accompanying Document (EAD) with a unique Movement Reference Number (MRN).

The EAD has to accompany the shipment. UPS is responsible for the exit clearance at the EU border.

Informal Declarations

An informal declaration is possible for shipments up to a national threshold. The informal declaration is based on the invoice value and is restricted to shipments not subject to prohibitions and restrictions (for example, embargo regulations) or special export procedures (for example, temporary export).

The informal clearance will be done by UPS at the point of exit.

National Requirements

Shipments up to a value of 1000 EUR can be declared informally on the basis of the invoice. For shipments above 1000 EUR, a formal export declaration is required.

UPS service

UPS offers the service of making formal export declarations for customers with billable German UPS accounts. German exporters without simplification as so called approved exporter have to calculate a minimum of one working day for the competent customs office to process their declaration. However in practice, the export declaration must be placed within the opening hours of the customs office of export, as sufficient time must be allowed for the customs office to perform risk analysis and grant the release for export. On release of the goods, the customs office of export will provide the export accompanying document (EAD) with a unique Movement Reference Number (MRN).

UPS will provide the customer with the EAD including MRN which must accompany the shipment and be transmitted to the customs office of exit. The export shipment/s may be collected after release for exportation.

For cases of goods not exceeding 3000 EUR in value per consignment and per declarant and which are leaving the European Union by air movement and are not subject to prohibitions or restrictions the customs declaration may be lodged directly with the customs office of exit. The customs office of exit performs the risk analysis, releases the goods for export and confirms the exit of the goods. The declaration can be placed any time and the customs office of exit provide and MRN. The export shipment/s may be collected after receiving the MRN.

Clearance Information

Informal Volume (shipments < USD 2,000 FOB)

All small package shipments entering PE are charged with Brokerage fees. The rate charged depends on the shipment CIF value, as stated below:

Shipments with FOB Value greater than US$2000 need Formal Clearance and will be charged US$50 (+ 18% sales tax) Handling fee.

Formal Volume (shipments > USD 2,000 FOB)*

  • Import Brokerage Fee = USD 150.00
  • Previous Inspection = USD 15.00 (only if it is required by the customer)
  • Physical Inspection = USD 15.00 (only if we get red channel during the clearance process)
  • If the consignee is in an extended area (not metropolitan area) we will need to send and return the customs declaration (DAM) signed by the legal representative, so we will charge additional USD 15.00
*To all these charges it is necessary to add the sales tax (IGV) equivalent to 18%.
Strict adherence to the Customs commodity checklist is mandatory. Forbidden items could be confiscated by Customs and the company will be liable for any penalties or fines. Customs has the right to increase the value of a shipment if the value of the shipment is lower than the value listed in the data value bank.

Shipments with a value over US$2,000.00 will be treated as a formal entry, the clearance process will be worked by a Broker Agent(UPS Aduanas Peru as first option, which rates are listed under Formal Volume (shipments > USD 2,000 FOB) in the Brokerage Section above).

The goods covered in different invoices, addressed to the same buyer, issued by the same foreign shipper and shipments arriving on the same meaning of transport, whose value altogether would be greater than two American thousand dollars (US$ 2,000.00), it will be treated as a formal entry. The clearance process will be worked by a Broker Agent.

Peruvian customs will not accept incorrect consignee names or incorrect descriptions of the products. A rectification will be required and a fine of US$260.00 will be issued by customs. Peruvian customs will allow manifest rectification for 30 days after flight arrived. A letter must be sent by the shipper to UPS Peru asking for the rectification.

UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

    Billing Options

    • Shipping charges can be billed to the shipper, receiver or a third party.
    • When billing the receiver, either the shipper or receiver's account number is required.
    • When billing to a third party, the third party's name, country or territory and account number are required.
    • Duties and taxes can be billed to the shipper, receiver or a third party.
    • When billing a third party, the third party's name, country or territory and account number are required.
    • If the duties and taxes are billed to an account outside of the destination country or territory, a "Duty and Tax Forwarding" surcharge will be applied.
    • Please note the following third party billing exceptions:
      • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S. This rule does not apply to UPS domestic services in European Union countries or territories. For example, shipments from Germany to Germany can be billed to a third party payor in the U.S. (as long as the payor is a business and has a VAT or Tax/EIN ID on file with UPS).
    • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges
    • The freight and duties can be billed to the shipper or a third party
    • The taxes can be billed to the receiver or a third party
    • A surcharge will be applied for the SDV billing option

    Commodity Specific Stipulations

    There are special stipulations on the following commodities when shipping to Peru. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

    Peru Export: Per airline restrictions, batteries or any product containing batteries are not acceptable for Exports out of Peru. Peru Imports: Destination cities in Peru, for these shipments must be accessible by land/road. Deliveries to cities that are accessible only by air or river (i.e.: Iquitos) are deemed as Out of Service Area. In this case, shipper/consignee must provide an alternate address in a city that is accessible by road, in order to complete delivery.
    A CD rom is considered documents only if the data containing the CD is intercompany information.
    Medicine shipments valued up to US$2,000.00 can be cleared by Customs with an original invoice.

    Medicine samples that are for testing or certification will be held by Customs for registration or testing.

    A Sanitary Registration issued by DIGESA (Sanitary Office of the Ministry of Health) is required.

    Magazines are considered as non-documents by Peruvian Customs.
    Medicines require a original commercial invoice, and also need authorization from the Health Ministry (Senasa).

    Medicine samples that are for testing or certification will be held by Customs for registration or testing.

    A Sanitary Registration issued by DIGESA (Sanitary Office of the Ministry of Health) is required.

    If multiple shipments arrive for a same consignee, the same day and if the total amount of their original commercial invoices are higher than US$200.00 it will be treated as category 3. Duties and taxes will be issued by Customs.

    All shipments have been classified according to its FOB value, by categories.

  • Shipments with a value of US$200.00, which is applied to "Persona Natural y Persona Jurídica", these shipments are exempt from duties however, they are subject to Value Add Tax (IVA) at a rate of 18% - Tax Rate (Impuestos General a las Ventas) plus 3% of perception of IVA -Tax Rate, of CIF value.

    Category 3

  • Shipments with an FOB value from US$201.00 to US$2000.00 - must pay 4% Duty Rate, plus the 18% IVA - Tax Rate + 3% perception of IVA - Tax Rate of CIF value.

    Category 4.1

  • FOB value greater than US$2000.00. For these shipments considered 4.1 category are US$2000.00 shipments only.

    This will be treated as formal entry, and the cnee must work with their Broker Agent. Our Broker Agent can work this kind of shipment as long as the parcel arrives under F/D bill term.

    Category 4.2

  • Restricted shipments - the consignee requires a permit to import goods that are in the exempt (exonerated) category due to International Agreements. When a person or an entity (natural or juridica person) sends a shipment to Peru for the first time, the payment of perception would be the 10% of IVA - Tax Rate, Duty Rate, of CIF value, only for this first shipment. The value of the merchandise and the description of contents on the air waybill must be the same of shipment merchandise which is transmitted to Customs via electronic 02 hours before the arrival. It's important to declare/state the real value, contents, and proper description of each item in the shipment, in order to avoid the changes in categories post arrival.

    Invoice Requirements

    Non-document shipments to Peru must include 1 original commercial invoice.Under Peruvian customs regulations, the address assigned on the Commercial Invoice must be the same as registered on the TAX ID of the consignee, otherwise if Customs conducts an audit,they can set a fine of US$680 per shipment

    Customs authorities no longer accept WorldShip Invoices

    Peruvian customs requires an original invoice on company letterhead. The invoice must have the correct and complete consignees name, a declared value in U.S. dollars. The invoice should include a correct and detailed description of the product, including unit price and total price by line item. This enables Peru customs to correctly evaluate the shipment value for duties and taxes. Peru customs will not accept the following phrases on the invoice: "Pro-Forma", "Values for Customs purposes only", "Samples without commercial value". The invoice must state the Brand and Model of the merchandise, when applicable (e.g.: electronics, PCs, etc.. Shipments with no specification of Brand and/or Model are subject to Fines applied by Peruvian Customs of PEN 42.00 (USD 13.00). This Fines, if applied by Customs, will be billed to the Shipper by procedure.

    Please include the following information on the invoice:

  • Importers tax identification number
  • Merchandise harmonized code
  • Commercial invoice's number.

    Note: To expedite clearance, it is suggested that a Spanish translation be forwarded with the invoice or the consignee will be contacted for this information.

    The consignee's telephone number, if available, should appear on the invoice.

    Effective Dec 31st, 2019

      Peruvian customs mandatorily requires to include the following information on each import shipment:

    SHIPMENTS LESS THAN $2000.00 USD

      If the requirements are not met, the consignee will pay $130.00 dollars of penalty or S./430 soles (local currency) per shipment
        Full name of consignee described on the shipment (First, Middle & Last names)
      • DNI Number - Identification Number of consignee
      • Acceptable description of the merchandise - general or vague description are not allowed

    SHIPMENTS GREATER THAN $2000.00 USD

      If the requirements are not met, the consignee will $130.00 dollars of penalty or S./430.00 soles (local currency) per shipment
      • A valid Tax ID or importer number registered at Peruvian Customs System (SUNAT)
      • The TAX ID must have the available the Electronic Mandate or Power of Attorney (POA) registered at Peruvian Customs System (SUNAT)
      • Acceptable descriptions of the merchandise - general or vague descriptions are not allowed
  • Items Classified as Documents

    The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

    Validated airline tickets only; must weigh less than 1.0 kg (2.2 lbs.)

    Intercompany data on diskette is considered a document if it does not exceed 4 units. You must also follow these guidelines:

    The content must not be sold commercially or have commercial value.
    The data cannot be software.
    Specifically write "intercompany data on diskette" on the waybill.
    Mark an "X" in the Documents Only box on the waybill.
    Shipments in excess of 4 units or that do not meet all the requirements listed above are considered non-documents and require an invoice.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Peru.

    Including their component elements
    Antique shipments are restricted from Europe, the Middle East and Africa and can only be shipped with an International Special Commodities (ISC) contract. Antiques are defined as a work of art, piece of furniture, decorative object, or silverware that is 100 years old or older.
    Ammunitions, accessories, and reserves of civil use
    Artwork shipments are restricted from Europe, the Middle East and Africa and can only be shipped with an International Special Commodities (ISC) contract.

    Paintings or other works of art can be accepted if the artist is still alive, the artwork is replaceable and an art dealer or gallery has appraised the artwork within the last year. If the declared value of the artwork is greater than $100.00 and there is a claim, the shipper must provide a copy of the original invoice, a bill of sale, or other proof certifying in writing the actual cost or replacement cost of the item.

    Artwork includes the following: Original engravings, prints, lithographs, original sculptures, statuary.

    The term "Artwork" does not apply to: architectural, engineering, industrial, topographical, commercial drawings, hand-painted or hand-decorated manufactured articles.

    As long as they make reference to the limits of Peru, as notebooks, books, maps, pamphlets, diskettes, CD, videos, planes or any other material.
    Chemical products that can be derived to the production of paste basic of cocaine, paste washed, cocaine hydrochloride and other. For example: Acetone, sulphuric acid, anhydrous ammonia
    Some dangerous residuals, as waste of foundry scrap ingots and others that contain mainly organic waste.
    For domestic use
    Electronic Cigarettes can only be shipped with an International Special Commodities (ISC) contract.

    Imports require a Health Ministry Import Permit.

    Goods related to products of civil use which includes: some chemical products, Security wicks, inflammatory goods, detonators.
    Ornamental fishes, Algas, Oysters, Shrimps
    Substances that drain the layer of ozone and teams that use them, as for example Refrigerators, Freezers, Water coolers (as long as they use a coolant gas)
    Personal effects cannot be shipped between these countries or territories.
    For domestic use
    Plants and vegetable products require a permission import fit sanitary, (fruits, seeds, meal, grains).
    Products and sub-products of animal origin requires of an import zoo sanitary authorization (meats, hams, milk and other milky products, leathers and skins, wool ).
    Sanitary Registration is required for: Medications patented and generics, Dietary products and sweeteners, Homeopathic medicine, Reagents of diagnostic, Products of biological origin as blood and their fractions, Cosmetics and products of personal hygiene, Sanitary products and products of hygiene (soaps, deodorants, feeding bottles), Medical Instruments, equipments and instrumental, surgical and dentistry products.     Special Clearance Requirements

    New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.
