Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

Export Procedure ex Germany

A formal electronic export declaration must be sent to customs authorities by the exporter or their representative. Customs authorities grant the release for export and issue an Export Accompanying Document (EAD) with a unique Movement Reference Number (MRN).

The EAD has to accompany the shipment. UPS is responsible for the exit clearance at the EU border.

Informal Declarations

An informal declaration is possible for shipments up to a national threshold. The informal declaration is based on the invoice value and is restricted to shipments not subject to prohibitions and restrictions (for example, embargo regulations) or special export procedures (for example, temporary export).

The informal clearance will be done by UPS at the point of exit.

National Requirements

Shipments up to a value of 1000 EUR can be declared informally on the basis of the invoice. For shipments above 1000 EUR, a formal export declaration is required.

UPS service

UPS offers the service of making formal export declarations for customers with billable German UPS accounts. German exporters without simplification as so called approved exporter have to calculate a minimum of one working day for the competent customs office to process their declaration. However in practice, the export declaration must be placed within the opening hours of the customs office of export, as sufficient time must be allowed for the customs office to perform risk analysis and grant the release for export. On release of the goods, the customs office of export will provide the export accompanying document (EAD) with a unique Movement Reference Number (MRN).

UPS will provide the customer with the EAD including MRN which must accompany the shipment and be transmitted to the customs office of exit. The export shipment/s may be collected after release for exportation.

For cases of goods not exceeding 3000 EUR in value per consignment and per declarant and which are leaving the European Union by air movement and are not subject to prohibitions or restrictions the customs declaration may be lodged directly with the customs office of exit. The customs office of exit performs the risk analysis, releases the goods for export and confirms the exit of the goods. The declaration can be placed any time and the customs office of exit provide and MRN. The export shipment/s may be collected after receiving the MRN.

Clearance Information

Customs regulations of the Republic of Armenia are as follows:

  • Non-document shipments that are addressed to an individual, weigh less than 30 kg, and a value, in compliance with the invoice below 200.000 AMD (approx US$420.00), are not liable to Customs hold. This is a monthly amount.

  • Non-document shipments addressed to a juridical person within a company, firm, or organization can be held by Customs, regardless of the weight and value.
  • Service is only provided to Yerevan where there is door-to-door delivery. If a package is received in Armenia addressed to a location outside Yerevan, the consignee is contacted to arrange pick up in Yerevan.
    Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.
    UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

    Areas Served

    Service is provided to and from the city of Yerevan.

    There is also limited service provided by the UPS ASC outside of Yerevan, up to a distance of approximately 30 kms. If any package or letter is received further away than this, the UPS ASC contacts the customer and makes arrangements.

    U.S. Shippers Only - This country or territory has been identified as a high security risk. Only "known" shippers can ship to this country or territory. A list of known shippers is provided at UPS's Flight Guardian application. Known shippers must pay for the transportation charges ("prepaid" billing option).

    Shipments to this country or territory tendered to UPS by "unknown" shippers will be evaluated by UPS Security and may be returned to sender."

    UPS cannot deliver to a P.O. Box address. All packages require a consignee's contact name and complete street address including apartment, suite or unit number if applicable. The consignee's telephone number should be provided if known.

    Billing Options

    • Shipping charges can be billed to the shipper, receiver or a third party.
    • When billing the receiver, either the shipper or receiver's account number is required.
    • When billing a third party, the third party's name, country or territory and account number are required.
    • Duties and taxes can only be billed to the receiver.
    • Please note the following third party billing exceptions:
      • Shipments to and from the same country or territory (domestic shipments) cannot be billed to third party payors in other countries or territories. For example, shipments from Mexico to Mexico or Canada to Canada cannot be billed to a third party payor in the U.S.
    • When paying by credit card, check, or cash, only the shipper can be billed the shipping charges

    Commodity Specific Stipulations

    There are special stipulations on the following commodities when shipping to Armenia. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

    If the conformity declaration/certificate and/or EAC certification sign is missed, shipments will be rejected by Customs and returned back to the shipper.
    Shipments of chemical products, depending on the Harmonized Tariff Code, may require an import license or a simple confirmation from the consignee. In addition, the product itself must be labelled with a description of substances as well (for example list of ingredients, safety data sheets etc.), and the commercial invoice must contain a detailed product description, otherwise, shipments will be rejected by customs and returned back to the shipper

    Products which are used for cleaning or producing machinery meant for producing food stuff, garments, household articles and other products which are supposed to get in contact with human skin are subject to sanitary-epidemiologic controls at the border. The government registration certificates and attested invoices in Russian language need to accompany the products at the point of time of arrival.

    Clothing requires a conformity declaration/certificate. It must be provided to customs authority while arriving to the border of the Eurasian Economical Union (Russia). The commodity should labelled by a special sign: EAC (Eurasian Conformity).

    If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

    Clothing intended not for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale.

    Shipments of computers and computer parts require an Import License.

    Shipments of computer equipment, its spare parts and components for resale require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority while arriving to the border of the Eurasian Economical Union (Russia).

    The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

    If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

    Computer equipment or spare parts and components intended for internal use and not for resale may be imported without the certificate/declaration if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such computer equipment or spare parts and components are imported for internal use only, and not for resale.

    Shipments of cosmetics require an Import License.

    Shipments of cosmetics require a conformity declaration/certificate. must be provided to customs authority while arriving to the border of the Eurasian Economical Union (Russia).

    The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

    If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

    Cosmetics intended not for resale/samples may be imported without the conformity declaration/certificate if the total number of items does not exceed 5 pieces. The consignee must guarantee in writing that such samples are imported for internal use only, and not for resale. Please see information on Sanitary-Epidemiological Control in section Additional Clearance Information for more details.

    Cosmetics with an alcohol content exceeding 9% are subject to excise tax and cannot be cleared by UPS. Any delays or accessorial fees are the responsibility of the consignee.

    Any cards are considered a non-document shipment.
    Shipments of electric equipment to conduct electricity or transforming electricity above 50V of voltage, its spare parts and components for resale, require an invoice with a detailed description of every spare part and component. A conformity declaration/certificate is required. It must be provided to customs authority while arriving to the border of the Eurasian Economical Union (Russia).

    The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

    Shipments of Electronic Signature Keys require a special permit issued by the Federal Security Service of Russia for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia.
    Passports, birth certificates, driver licenses and any other documents which identifies Armenian citizens and foreigners can be imported as non-documents. The importer will be required to provide an explanation why the shipment is to be imported.
    Data shipments to Armenia require an invoice with the value of the CD-ROM or disk only.
    Shipments of machine parts will require an Import License.
    Shipments of microfilm and microfiche require an Import License.
    Shipments of negatives require an Import License.
    Packing materials (not UPS packaging) including carton boxes, packs, bags and cases require a conformity declaration/certificate. It is for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia. The commodity should be labelled by a special sign: EAC (Eurasian Conformity).

    If the conformity declaration/certificate and/or EAC sign is missed, shipments will be rejected by customs and returned back to the shipper.

    The invoice must include a description of the part, the type of machine for which the part will be used, and a list of the part's components.
    All imported shoes should be labelled by a special RFID-tag (Data Matrix label).

    Without RFID-tag (Data Matrix label) can be imported samples of shoes for certification reason, international exhibition and private shipments for personal use (b2c) only.

    Shipments of software require a detailed invoice with the values of the medium, software or data, intellectual value, operating manual, etc.

    Shipments of Encryption software will require a license issued by the Ministry of Economic Development and Trade and a special permit issued by the Federal Security Service for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia.

    If it is not a paper item (paper clips, drawing-pins) it should be declared as a non-document with the invoice.
    Shipments of tapes (computer recorded and audio/video/magnetic) require an Import License.
    Shipments of textiles require an Import License.
    Shipments of veterinary products require an Import License.
    Shipments of vitamins require a permit from the Armenian Ministry of Health-must be provided to customs authority when arriving at the border of the Eurasian Economical Union (Russia).

    This is valid for both, private and commercial importers with the exception that private importers are only allowed to import vitamins, which are already registered in Russia. Delays and additional fees may apply and are the responsibility of the importer.

    If the permission of Armenian Ministry of Health is not provided, the goods will be returned back to shipper immediately.

    Invoice Requirements

    Non-document shipments to Armenia must include 1 original and 2 copies of an invoice.

    Shipments of documents do not require an invoice.

    The consignee's telephone number must appear on the invoice, along with mobile number and e/mail address if available.

    Items Classified as Documents

    The destination country or territory considers the following items document shipments. If criteria are listed, the shipment must meet those criteria to be considered a document shipment.

    Books are classified as documents if not for resale.
    A single quantity (less than 3 pieces) from business partners might be considered as documents. Any other quantity is considered as non-documents.
    Shipments of blank checks, cancelled checks, payroll and personal checks are classified as documents.
    Shipments of 10 or fewer diaries are classified as documents.
    Document Limit-20 Kgs
    Magazines being shipped for non-commercial purposes are classified as documents.
    Shipments of manuscripts require an import license.
    Periodicals not for resale are classified as document shipments.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to Armenia.

    These goods are prohibited for import to Armenia and transit upon the territory of Russia (Eurasian Economical Union member state). These goods will be returned back to a shipper immediately.

    Some kind of dried plants are considered as illegal drugs, (for example, Salvia divinorum, Argyreia nervosa and Nymphaea caerulea). Typically they are identified as AM-HI-CO, Dream, Spice (Gold, Diamond), Zoom, Ex-ses, Pep Spice, Yucatan Fire, etc. The importation of these kind of goods is prohibited and will be traced with significant consequences for the shipper and consignee.

    UPS is not able to handle or import these products. Dry Plant Items arriving with UPS must be returned immediately at shippers expense.

    Flavorings for E-cigarettes are equated to tobacco products and therefore are prohibited for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia. These goods will be returned back to shipper immediately.

    Promotional and/or training films are accepted as non-document shipments and require an invoice. Commercial films are prohibited.

    Shipments of flowers are prohibited for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia. These goods will be returned back to shipper immediately.

    Shipments of jewelry are prohibited for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia. These goods will be returned back to shipper immediately.
    UPS is not able to handle or import these products. Meat and meat products arriving with UPS must be returned immediately at shippers expense.
    According to Armenian Customs law, individuals are not allowed to either send or receive medicine. These goods will be returned back to a shipper immediately.
    It is not allowed to transit military equipment via Russia to other countries or territories.
    Deodorants and nail manicure are prohibited.
    It is not allowed for the transit upon the territory of Russia (Eurasian Economical Union member state) to Armenia. These goods will be returned back to shipper immediately.

    Special Clearance Requirements

    The invoice must include both the value of the commodity before the repair and the cost of the repair.
    The invoice must include a description of the sample and indicate if the sample is marked or mutilated.
    New requirements have been implemented for small package shipments and are based on the International Standards for Phytosanitary Measures (ISPM) 15, which is entitled "Guidelines for Regulating Wood Packaging Material in International Trade". ISPM 15 was adopted internationally in 2002, and is gradually being introduced by countries or territories worldwide. Wood or wood products covered by ISPM 15 include items such as packing cases, boxes, crates, drums or similar packing, pallets, box pallets and other load boards, pallet collars and skids, but exclude such processed woods as orientated strand board, particle board, plywood or veneer, created using glue, heat and pressure or a combinations thereof, and, raw wood which is 6mm or less thick. It is recommended that if a question arises on this issue, please check with the authority that issues the Phytosanitary certificates in your country or territory.

    • A shipment for a private person is not subject to formal customs declarations when its value does not exceed 200,000 AMD (approx US$420.00) and the weight does not exceed 30kg. No duty and VAT apply.

      The deminimis threshold is valid for all imports for a private person within 1 month via express services. The last shipment imported within this stretch of time is subject to formal entry clearance and payment of import fees if the added value of all shipments exceeds the threshold.

      For private persons in Armenia, there is a 4000 AMD fee for writing the application to customs house to receive the package of the private individual.
