Certificate of Origin Requirements for Import of Textiles into the EU and Switzerland

Effective October 24, 2011, the European Union (EU) has confirmed that a Certificate of Origin is no longer required when importing textile products into the EU and Switzerland, except for textiles with origin in North Korea or Belarus. The requirement of Certificate of Origin does not depend on country of export, but on country of origin.

The country of origin must be stated on the invoice for each invoice line of textiles. Customs authorities may request a Certificate of Origin as additional proof.

The Certificate of Origin must meet the following Customs stipulations:

  • Must be an original form
  • Must contain the shipper's original signature in ink
  • Must be issued by the Chamber of Commerce
  • Must contain a seal or watermark in the paper
  • Must provide a detailed description of the goods. General descriptions of goods, such as "clothes" or "garments," will not be accepted.
