49 CFR Special Provisions - Ground or Air

If a "Special Provision" is listed in column 12, you are required by law to implement it when preparing the package. You must follow all special provisions in addition to all performance packaging requirements.

Using "Phosphoric Acid, liquid" as an example, Special Provision A7 states that if phosphoric acid is to be offered for transport by aircraft, then "steel packagings must be corrosion-resistant or have protection against corrosion." If the package is to be offered for transport by ground or air, Special Provision N34 states, "Aluminum construction materials are not authorized for any part of a packaging which is normally in contact with the hazardous material."

You must meet all other requirements for preparing a fully regulated hazardous material, including the use of UN performance packaging; fulfilling the general packaging requirements of 49 CFR 173.24 and 24(a); and passing the ISTA Procedure 1A tests.
