U.S. Shipper's Export Declaration
UPS now provides important electronic Shipper's Export Declaration (SED) filing information. Customers can now submit electronic SED data directly to the Census Bureau. Learn more about the following ways to electronically file an SED.


Automated Export System (AES) Filing
After you have registered on the U.S. Census Bureau Automated Export System (AES), you can set your SED preferences to fill in your SED information automatically on the Create a Shipment page.

How To Add the AES Number and Qualifying Fields
  • Select ANSI Reference Qualifier Editor from the main menu, under Tools.
  • Enter the text Automated Export System in the Description field.
  • Enter the text AES Number in the Label field.
  • Enter the text AE in the Qualifier field.
  • Select Add.

How To Set Up the AES Number Field for Your Shipment
  • Select Address Book Editor from the main menu, under Tools.
  • Enter the Ship To address information for the specific shipment (Customer ID, Company, Name, Attention, Street, etc.).
  • Ensure Reference No. 3 is selected in the This Reference Number field.
  • Select Automated Export System from the drop-down list in the Has this Reference Qualifier field.
  • Check the Use the Same Value on all packages in a shipment checkbox.
  • Make sure the Ship To checkbox is checked in the Address Books list.
  • Select Add New Address.

How To Process a Shipment with an AES Number
  • From the main processing screen, select the Ship To address from the drop-down list next to the Company or Name field.
  • Enter any additional shipment information for the shipment.
  • Select the Reference tab on the right side of the shipment processing screen.
  • Enter the AES transaction number received from the Census Bureau in Reference Number 3 field labeled AES Number.
  • Select Process Shipment when complete.

How To Add the AES Number and Qualifier Fields
  • Select Admin then Maintain Databases from the main shipment processing screen.
  • Select the Ref Numbers tab.
  • Enter AE in the Qualifier ID field.
  • Enter AES Number in the Label field.
  • Enter Automated Export System in the Description field.
  • Select Add, and then select Close.

How To Set Up the AES Number Field for Your Shipment
  • Select Manage Templates from the Tools menu on the main shipping screen.
  • Select New.
  • Enter a name for the template in the Name field (example: AES).
  • Select International Shipment from the drop-down list next to the Type field in the Properties box.
  • In the Package Reference Qualifiers box, select AES Number from the drop-down list next to Ref #1 field.
  • Select OK.

How To Process a Shipment with an AES Number
  • From the main shipment processing screen, select the template name you used in the template box at the lower left of screen prior to entering an international shipment.
  • Once a template is selected, the system will prompt the Define Shipment window.
  • Enter a name you want to call the shipment in the Shipment Name field.
  • Enter the total weight and number of packages in the shipment in the Weight and No. of Pkgs fields.
  • Provide any additional information regarding the shipment.
  • Select OK.
  • Enter the Ship To address information for the specific shipment (Customer ID, Company, Name, Attention, Street, etc.).
  • On the main shipment processing screen, enter either the AES External (XTN) or Internal (ITN) transaction number received from the Census Bureau in the AES Number field directly under the Tracking Number field. It is recommended to always enter the ITN number if available.
  • Select Ship It when complete.
For customers that provide UPS with a paper SED, UPS will continue to send SED information to the Census Bureau electronically - now using AES. If a customer has a Power of Attorney on file or a signed UPS Waybill, UPS will continue to prepare the SED and provide this information electronically via AES. (If UPS completes the SED, there is a US$10 charge per transaction).

Note: Bureau of U.S. Customs and Border Protection and the Census Bureau recommend exporters/shippers electronically file SED information directly to their agencies. To enable exporters to transmit data via AES, the Census Bureau has developed a Web site tool. Please access the Census Bureau’s AES Web site at www.aesdirect.gov to directly file your SED information. Reporting SED data at the AESDirect Website is the suggested method to ensure that your SED data is received and accepted prior to tendering the package to UPS.
