This applies to all UPS Standard shipments and is based on the average published consumer prices (including duties and taxes) of diesel fuel from the last week of the month that is two months prior to the adjustment. Weekly updates of these average prices are published by the European Commission Directorate General for Energy and Transport in the Oil Bulletin.

UPS uses an index-based surcharge that is adjusted monthly. Changes to the surcharge will be effective of the first Monday of each month,* and posted approximately two weeks prior to the effective date. The surcharge will be based on the rounded U.S. Gulf Coast (USGC) prices for kerosene-type jet fuel reported by the U.S. Department of Energy for the month that is two months prior to the adjustment. For example, the surcharge for February 2012 is based on the December 2011 U.S. Gulf Coast (USGC) Jet Fuel Price.
*Note: Changes to the surcharge for the month of January 2013 will be effective as of the last Monday of December 2012.
