How do I accept or deny shipping charges in Manage Inbound Charges?
A default rule can be set to accept or deny all charges billed to your UPS account.

Then, you can create a list of shipper numbers that are exceptions to your default rule.

You can also request that UPS contact you prior to billing inbound charges to your account.
