Can the UPS Billing Data file be modified to better suit my needs?

No, it is not possible to modify the UPS Billing Data file, which can be delivered only in Microsoft^® Access (.csv) or Extensible Markup Language (.xml) file formats. You can, however, import both file types into either spreadsheets or databases to modify the layout of the data. You can also use the Billing Analysis Tool to configure the billing data to suit your report preferences.
