Shenzhen, China, Dec 16, 2009 - Under the witness of Yu Xinguo, Deputy Secretary General of Shenzhen, UPS (NYSE:UPS) signed a Tripartite memorandum of understanding (MOU) today with Shenzhen Entry-exit Inspection and Quarantine Bureau (CIQ) and Shenzhen Airport Co., Ltd, on the cooperation guidelines, which will provide UPS Shenzhen Asia Pacific Hub (hereinafter referred to as "Hub ") with one-stop inspection and quarantine services.

Xie Yuehua, Vice Director of Shenzhen CIQ, Chen Jinzu, General Manager of Shenzhen Airport Co., Ltd, and K.M. Liu, Senior Vice President, Transportation Group, UPS Asia Pacific Region participated in the MOU signing ceremony.

The MOU demonstrates that Shenzhen CIQ and Shenzhen Airport will offer a full suite of services at the Hub, including preferential policies of inspection and quarantine in advance and 365 days - 24 hours service. In addition, Shenzhen CIQ develops a particular declaration system to process cargo operated in the Hub, and to realize information sharing to a maximum degree provided that business requirements of inspection and quarantine are satisfied.

"Shenzhen CIQ, UPS and Shenzhen Airport have established an ad hoc project team for the Hub, accredited inspection and quarantine staffs to the Hub." said Xie Yuehua, Vice Director of Shenzhen CIQ. "The closing working relationship has contributed to increase the efficiency of customs clearance process and fully support the development of Shenzhen logistics industry."

Chen Jinzu, General Manager of Shenzhen Airport Co., Ltd commented that: "With the support by quarantine departments such as CIQ, quarantine service system in Shenzhen Airport has been highly improved. Additionally, Shenzhen Airport have formed alliances with multinational companies such as UPS to establish long-term mutually beneficial cooperation. It will stimulate the development of Shenzhen Airport to be the major cargo airport in Southern China."

"We are extremely grateful to Shenzhen CIQ and Shenzhen Airport for their support and cooperation." said K.M. Liu. "The signing of MOU established a solid foundation for the smooth operation of UPS Shenzhen Asia Pacific Hub, marked a step further in the Shenzhen logistics industry development process."

The UPS Shenzhen Asia Pacific Hub which broke ground on October 24, 2008 is built at a cost of US$180 million (RMB1.24 billion) and will initially employ more than 400 people. When completed, the UPS Shenzhen Asia Pacific Hub will have a bonded warehouse with round-the-clock customs facilities seven days a week to handle international cargo and express shipments. This feature will benefit enterprises in the Pearl River Delta region by giving them the advantage of speedy customs clearance, especially for critical service parts of a manufacturing process. In addition, the strategic location of UPS's Shenzhen Asia Pacific Hub will enable shorter transit time between burgeoning Asian trade lanes. The Hub will operate with a sorting capacity of 18,000 items per hour which is expandable to 36,000 items per hour.

The construction of Shenzhen Asia Pacific Hub demonstrates UPS's long-term commitment and support to local logistics industry. The Hub not only further boosts the development in Shenzhen logistics, but also stimulates the economic development by creating more job opportunities in this region.
